The meeting was called to order at 5:38 PM, by President Barnard.



Mike Holan mentioned at the beginning of the meeting that the commissioners must go online and fill out their Statement of Economic Interest by May 1. If they do not complete it by the deadline, they face a fine by the County Clerk’s office. Mike also asked the Commissioners if they would like to attend the IAPD Legislative Conference on May 2 & 3. If they would like to attend they should let Mike know by the end of next week.


Board Governance Training – Nancy Sylvester, professional parliamentarian since 1980 and 31 years as RVC professor, presented training on Board Governance and Parliamentary Procedure. Topics discussed under Board Governance were Board Basics, Governing Documents, Fiduciary Duty, and Board/Staff Relationship. Under Parliamentary Procedure the topics were Quorum, Agenda, Processing of a Motion, Precedence of a Motion, Meaning of Votes, Script of a Motion, and Basic Characteristics of a Motion.

Additional Resources can be found at website. There, Commissioner will find 30 articles and two pages all about minutes.

Nancy suggested that it is also good to review the Forest Preserve Code periodically. Judy suggested doing that at a future meeting.

Nancy thanked the Board for their efforts on behalf of the community.
