At 5:32, recording secretary Judi Day called the roll. Six Commissioners were present. Cheryl Maggio contributed to the discussions by phone conference.

Audrey Johnson led the assemblage in the Pledge of Allegiance.


Core Values – Board and staff reviewed and amended the following core values:
• Protecting and preserving natural lands and natural communities
• Educating the community on the benefits and history of the land
• Connecting people to nature
• Being responsive to the recreational needs while minimizing the impact on the environment

Definitions – The following terms were reviewed: Preservation, recreation, and education as they relate to the District.

Hypothetical scenarios – Board and staff were presented with two scenarios concerning the request for a doggie park and a proposal for updating the District’s History of the Winnebago County Forest Preserve District. Pam asked them, in each case, to review such issues on the basis of What good – For whom – At what cost?

Mission statement – The group dispersed into small discussion groups to suggest a mission statement for the District. Several samples were read. Judy, Mary, Cheryl, and Audrey will meet Monday, July 18 to review the offerings and suggest a comprehensive mission.

Next – (Internal) strength-weakness analysis and (external) opportunities-threats analysis.

At 7:42, President Olson adjourned the meeting. Next strategic planning session will be at Headquarters at 5:30 on Tuesday, August 2.
