The meeting was called to order at 5:40 PM, by President Barnard. Recording secretary Ronelle Johnson called the roll.


PLEDGE OF ALLEGIANCE     Mike Eickman led the assemblage in the Pledge of Allegiance.


APPROVAL OF AGENDA and MINUTES     Minutes for November 18 were approved. No changes or additions were made to the agenda.



Presentation of Greenway Map – Colin Belle – Tom Hartley introduced Colin Belle and gave a brief summary of his qualifications. Colin is employed by RMAP. RMAP is instrumental in the development and production of the Greenways map plans. The Greenways map shows the natural corridors of the county that connect the existing areas of open space. The goal is to have the city, environmental groups, the Preserves and Park Districts adopt the Greenways plan.   The Greenways plan is updated approximately every 4-5 years, and there are several organizations that have assisted in the development of the plans over the last few years. Colin then distributed copies of the 2015 Greenways: A Green Infrastructure Plan for Boone and Winnebago Counties.


Update on Macktown Living History Museum – Ray & Char Ferguson – Ray & Char Ferguson gave an update on the news and events of Macktown Living History Museum. They had a very large turnout for the Rockton Christmas Parade with lots of new visitors to the center. Ray announced the Stephens building is almost completed.




Bills for December – Audrey Johnson made a motion, Gloria Lind and Mary McNamara Bernsten seconded, to authorize the payment of the bills for December in the amount of $521,618.58. Motion passed unanimously.


Adoption of Greenway Plan – The first Greenway Plan was drafted in 1997 and subsequent plans were done in 2004 and 2011. The current version (2015) is the fourth iteration of the plan. A component of the Greenway Plan is the identification of “critical and sensitive areas”. They were primarily 100 year floodplain areas in previous versions, but the new version has expanded to include Threatened and Endangered wildlife habitat, the 2008 natural resource inventory, steep slopes of 12.5% or greater, Illinois natural area inventory and expanded buffers for wetlands. RMAP (Rockford Metropolitan Agency for Planning) became the lead agency in 2011 drafting the Greenway Plan and has assumed the costs. The Greenway Plan is the broadest scale planning document that is used by the Forest Preserve for land acquisition. It is a critical document necessary for land acquisition grants as the grant applications always require proof that the parcel of land desired is documented on a local plan. Mike Eickman made a motion Mary seconded, to adopt the 2015 Boone and Winnebago County Greenway Plan. Motion passed unanimously.




Update on Atwood Well – Mike Durand gave an update on the well. It has been pulled, and no estimates have been received. Estimates should be received very soon.




Klehm Treehouse Program/Strategic “Doing” Meeting – Klehm had a “Strategic Doing” meeting, which was much like a strategic planning meeting. Judy Barnard and Mary McNamara Bernsten attended. Everyone in attendance was broken up into several different groups and each group was to come up with a different type of initiative that would draw more people to Klehm. Mary and Judy were very encouraged by the process of this meeting and would like to also try to implement the same style on some of the forest preserve initiatives.




2016 Resource Management and Restoration Plans – Tom Hartley distributed the resource manual for 2016. Most of the plans in the manual are one year plans. There will be a kick-off for the volunteer program on April 9, 2016 which will spotlight the resource manual so the volunteers coming will understand what their contributions and objectives will be. The general public will also be invited.



Preserve Operations – Vaughn Stamm submitted a written report.


Golf Operations – Mike Durand submitted a written report.


Land and Development – Tom Hartley submitted a written report.


Marketing and Community Relations – Jamie Johannsen submitted a written report.


Education – Don Miller submitted a written report.


Law Enforcement – Terry Nordberg submitted written report.



Audrey made a motion to go into closed session at 6:31 pm. At 6:47, the meeting returned to open session. No action was taken while in closed session.



Meeting adjourned at 6:47 PM.
