Commissioners Cheryl Maggio and Jeff Tilly were sworn in by Judge Holmgren.  They were each installed for 6 year terms.



The meeting was called to order at 5:42 PM, by President Tilly.  Recording secretary Kristy Knapp called the roll.


PLEDGE of ALLEGIANCE     Audrey Johnson led the assemblage in the Pledge of Allegiance.



Audrey Johnson asked for a motion for nominations for President from the Board.  Cheryl Maggio nominated Jeff Tilly for President.  Jeff Tilly accepted the nomination. Nominations were closed for President.  Jeff Tilly was voted in as the Board President.  Jeff Tilly nominated Mike Eickman for Vice President.  Mike Eickman accepted the nomination.  Nominations were closed for Vice President.  Mike Eickman was voted in as the Board Vice President.


APPROVAL of AGENDA and MINUTES    Minutes for November 18 were approved.  No changes or additions were made to the agenda.



2021 Restoration Manual – Mike Groves – Mike Groves presented the 2021 Resource Management Land Restoration Plans. Mike reviewed the goals, objectives and everything that the Natural Resources staff has accomplished throughout the year. He pointed out the burn acreage was down for the season due to COVID. The fall season was better for burning, with a total of 284 acres burned last year. 40 acres of prairie restoration was planted and the seed collect total was up from last year, with $160,000 worth of seed. Mike also spoke on the Deer Management project, tree transplants, forestry mowing and projects for the upcoming year. Mike mentioned there will be more prairie restorations done next year including the new Funderburg and Kishwaukee properties. In addition, he reviewed the 2021 tree order, seed harvest list, and finally the restoration and burn plans. Mike Eickman requested a portion of Colored Sands be burned next year.



Appointment of Officers – The provisions of Section 8 of the Illinois Forest Preserve District Act authorize the President of the Board of Commissioner for the Forest Preserves of Winnebago County (FPWC) to appoint Officers for the FPWC.  The provisions of Article III, Section 3-2b of the Code of the Forest Preserves of Winnebago County authorize that the President, in addition to performing the duties prescribed by statute, shall appoint the Officers of the FPWC.  President Tilly does hereby appoint and the Board of Commissioners does hereby confirm the appointment of Audrey Johnson for Secretary, Steve Chapman for Treasurer, and Cheryl Maggio for Assistant Treasurer, as officers of the Forest Preserves of Winnebago County.  The Officers shall serve two-year terms of office, which terms shall commence on December 16, 2020 and shall conclude on December 1, 2022.  Judy Barnard made a motion and Mike Eickman seconded to approve the appointment of the Officers of the Forest Preserves of Winnebago County.  Motion passed unanimously.


Bills for November – Audrey Johnson made a motion, Judy Barnard seconded to authorize the payment of the bills for November in the amount of $372,054.62.  Motion passed unanimously. 


Purchase of Replacement Truck – As part of the 2021 capital budget, the board approved for replacements of the following trucks: #146 Ledges Golf Maintenance – 2004 Ford Sport Trac 4×4 pickup truck with over 142,600 miles. This truck is prioritized for replacement because of corrosion & mechanical issues and will be auctioned off, #347 Central Maintenance Shop – 2008 Ford F250 diesel powered 4×4 pickup truck with over 184,144 miles. This truck is prioritized for replacement because of corrosion & mechanical issues and will be auctioned off, and #417 Natural Resource Department – 2011 Ford F250 extended cab 4×4 pickup truck with over 139,000 miles. This truck will rotate into the system to provide a vehicle for additional Resource Tech position. There are currently no active State Bid Contracts available for these vehicles so a call for bids was sent out to area dealerships. Sealed bids were opened on December 4th , at 10:00am at Headquarters and the low bid received was from Manley Ford in Belvidere, Illinois for two (2) 2021 Ford F250 standard cab 4×4 pickup trucks and one (1) Ford F250 super cab 4×4 pickup truck. The cost as specified is $32,568.05 for each standard cab truck and $32,333.05 for the super cab truck, totaling $97,469.15 for all three (3) trucks, for which the staff budgeted $130,000.00 for these trucks collectively in the 2021 budget. Judy Barnard made a motion, Mike Eickman and Audrey Johnson seconded to approve the purchase of replacement pickup trucks.  Motion passed unanimously.



Preserve Operations – Vaughn Stamm, Scott Stewart, Scott Wallace, and Bryan Helmold submitted a written report.


Land and Development – Natural Resource Staff submitted a written report.


Golf Operations – Vaughn Stamm, Rich Rosenstiel, Tyler Knapp, and Mark Freiman submitted a written report.


Environmental Education – Ann Wasser submitted a written report.


Human Resources/Volunteer Program Report – Kim O’Malley submitted a written report. Kim announced the Sexual harassment training will be held at the January Board Meeting.


Law Enforcement – Sheriff’s Department submitted a written report.
