ROLL CALL

The meeting was called to order at 5:30 PM, by President Tilly.  Recording secretary Ronelle Johnson called the roll.

 

PLEDGE OF ALLEGIANCE     Audrey Johnson led the assemblage in the Pledge of Allegiance.

 

APPROVAL OF AGENDA and MINUTES      Minutes for January 16, 2019 were approved.  Mike Eickman made a motion, Audrey Johnson seconded.  No changes or additions were made to the agenda.

 

PRESENTATIONS and PUBLIC PARTICIPATION

Rockford Area Chamber of Commerce – Lynette Jacques, Vice President of Membership Investment at the Rockford Area Chamber of Commerce, talked to the Commissioners about Chamber membership.  She introduced herself and gave a background of the Rockford Area Chamber of Commerce.  She discussed the visibility Rockford Chamber gives to its members, as well as the volunteer opportunities, leadership programs, as well as a new leadership program, Rockford Leadership Alliance, which has been formed within the last three years with Transform Rockford.  She thanked the Board for their time and encouraged them to look into membership with the Chamber.

 

Ann Wasser – Ann introduced the newest staff member to Severson Dells.  Andrea Wallace joins Severson as the new Naturalist.  Andrea grew up going to Severson Dells and participated in Forest Preserve programs, and has been a volunteer for several years.  Andrea thanked Ann for the opportunity and is looking forward to her employment with Severson Dells.

 

NEW BUSINESS

Finance Report – Steve Chapman distributed the 2018-2019 Finance Report detailing the Corporate Fund Details and Interim Financial Results and briefly went through the reports.  He advised the Commissioners to contact him with any questions.  There will be another Finance Report presented at the end of April.

 

Strategic Plan Accomplishments – Mike Holan highlighted the strategic plan accomplishments from 2018.  Mike highlighted several notable accomplishments such as several grants received, good profit from seed collection; trees transplanted and grown, as well as prairie plants grown; the number of active volunteers increased; several very well attended events throughout the Preserves and partner organizations; trout were stocked at Four Lakes and the crowd opener was very well attended; assisted partner organizations with events.  Mike also noted the number of shelter reservations, camp site reservations, equestrian tags purchased and rounds of golf this past year.  Mike reviewed the cash sponsorships, in kind donations, and the Blandings Turtle project donation; transitioned employee healthcare benefits from the County to IPBC; maintained a Level A accreditation through PDRMA accreditation; central maintenance took in several projects as opposed to contracting those out; Five new Preserve signs were added; and improvements to golf club houses.  Gloria requested Mike to let the employees know what a great job they are doing to maintain our Preserves.

 

ACTION ITEMS

Bills for January – Gloria Lind made a motion, Audrey Johnson seconded to authorize the payment of the bills for January 2019 in the amount of $395,983.60.  Motion passed unanimously. 

 

STAFF REPORTS

Preserve Operations – Vaughn Stamm, Scott Stewart & Scott Wallace, and Bryan Helmold submitted a written report.

 

Land and Development – Tom Hartley submitted a written report.

 

Golf Operations – Vaughn Stamm, Rich Rosenstiel, Tyler Knapp and Mark Freiman submitted a written report.

 

Marketing and Community Relations – Jamie Johannsen submitted a written report.

 

Environmental Education – Ann Wasser submitted a written report.  Ann updated the Board regarding the Unplug 815 initiative.  The first meeting was held with all the partner organizations involved in the initiative.  Additional meetings are planned and the planning is well underway and going well.  In addition, Ann announced that Species Spotlight is coming up on March 2, 23 and April 6.  There are two different presenters each day.

 

Human Resources/Volunteer Program Report – Kim O’Malley submitted a written report.

 

Law Enforcement – Sheriff’s Department submitted a written report.

 

CLOSED SESSION

Audrey made a motion to go into closed session at 6:12 pm.  At 6:50 pm, the meeting returned to open session. No action was taken while in closed session.

March 2 – Species Spotlight – Calling Frogs and Toads and iNaturalist for Citizen Science at Forest
