The meeting was called to order at 5:30 PM, by President Barnard.  Recording secretary Ronelle Johnson called the roll.   At the time of roll call, Jeff Tilly was not present.  He arrived a few minutes later.


PLEDGE OF ALLEGIANCE     Jake Henry led the assemblage in the Pledge of Allegiance.


APPROVAL OF AGENDA and MINUTES      Minutes for June 20, 2018 were approved.  One change to the agenda was the addition of Alex Mills from Klehm Arboretum to Presentations and Public Participation.



Klehm Arboretum – Alex Mills introduced himself as the new Executive Director at Klehm.  He has been on board for approximately a month and is looking forward to getting up to speed on all the happenings at Klehm.  He then gave his educational and professional backgrounds.



Board Tour – Mike Holan announced that July 31st will be the date for the Board Tour.  On the agenda will be the golf courses, specifically the shops, clubhouses and a list of capital projects for the courses.  There will be a short board meeting at 8:30 am and the tour will begin at 9:00 am.



Bills for June – Audrey Johnson made a motion and Jeff Tilly seconded to authorize the payment of the bills for June in the amount of $479,607.87.  Motion passed unanimously. 


Establishing a Not-for-Profit – The Preserves leverages its funds with grants whenever possible.  Some grant opportunities are only available to not-for-profit groups and not available to government agencies. A not-for-profit arm of the Preserves could apply for and receive those grants on behalf of the Preserves.  The Board of Commissioners of the Forest Preserves of Winnebago County would like to establish a not-for-profit arm of the Preserves to be a representative of the Preserves and to be named at a future date.  Judy announced this item will be laid over until the August board meeting.


Acceptance of Bids for Severson Dells Roof Replacement – The Severson Dells Education Center is in need of a new roof. The existing shingles are wood shake. Unfortunately the cost of wood shakes has risen significantly and was not considered a cost effective alternative that would fit within the existing $55,000 capital budget. Architectural asphalt shingles were considered the best solution for a new roof, but Director Ann expressed an interest in a metal roof replacement. A metal roof would last longer but comes with additional cost. The bids distributed with multiple options including polymer infused asphalt shingles, architectural asphalt shingles, and metal roof options of standing seam and stone coated metal shingles. Bid documents were sent to ten contractors and publicly advertised. Four contractors submitted bids. The lowest overall base bid was submitted by Custom Construction System LLC for polymer infused shingles, but later they withdrew their base bid preferring to install the stone coated metal shingles (Decra). The next low bid was alternate #5 for architectural shingles installation at $51,000 by Filotto Construction. They were also the next low for the base bid but did not recommend the base bid as a superior product. In the event the Board decides to go with stone coated metal shingles, the project may have to be done in phases with possible budget increases.  Staff recommends award of Alternate #5 to Filotto Construction for $51,000.  Jeff Tilly made a motion and Audrey Johnson seconded to accept Alternate bid #5 to Filotto Construction for $51,000 to replace the roof on the administration building at Severson Dells.  Motion passed unanimously.


Acceptance of Property Donation – Carl & Lois Klehm Forest Preserve – At the request of former Klehm Director, Dan Riggs, the City of Rockford would like to donate property to the Forest Preserve. The property is approximately 1.23 acres adjacent to the Forest Preserves of Winnebago County in a section of land bordered by Pond, Clifton and Main Street. The Board of Directors of the Klehm Arboretum and Botanic Garden approves the addition to Klehm. The Klehm Board and staff would like to construct a significant identity sign on this property. Audrey Johnson made a motion and Gloria Lind seconded to approve an ordinance to accept the property donation.  Roll call vote taken.  Motion passed unanimously.

July 21 – Nurture Nature at a R.E.A.P. Volunteer Workday at Colored Sands Forest Preserve, Saturday from 9:00am – 12:00pm

August 7 – Employee Picnic, Tuesday from 11:00am – 2:00pm
