ROLL CALL

The meeting was called to order at 5:30 PM, by President Tilly.  Recording secretary Kristy Knapp called the roll.

 

PLEDGE OF ALLEGIANCE     Judy Barnard led the assemblage in the Pledge of Allegiance.

 

APPROVAL OF AGENDA and MINUTES      Minutes for August 19 were approved.  Closed session was moved to the end of the meeting after announcements. No additions were made to the agenda.

 

UNFINISHED BUSINESS / DISCUSSION

Jake Henry questioned the Board meeting minutes from July in reference to a 1.5% cost of living raise given to staff. Jeff Tilly perused the July minutes and was unable to locate the information Jake was referencing in the July minutes. Jeff Tilly asked Jake to reference where in the minutes he saw this information and bring it back to the Board for further discussion.

 

ACTION ITEMS

Bills for August –  Judy Barnard made a motion, Gloria Lind seconded to authorize the payment of the bills for August in the amount of $4,217,968.97.  Motion passed unanimously. 

 

Acceptance of Budget & Appropriations Ordinance Layover – Mike Holan discussed the changes from last month’s draft budget. Changes include, adding $10,000 to the Natural Resource Department’s temporary salaries, improvements to the Sugar River campground, a new greens mower at Ledges Golf Course and new microwave radios at Headquarters. The changes were made in lieu of updating the electric at Hononegah campground. The Winnebago County Forest Preserve District fiscal year budget operates from November 1 through October 31 each year.  The District’s Board of Commissioners has been presented the proposed Fiscal Year 2020-2021 Annual Budget and Appropriation Ordinance for review and adoption.  The District is required to layover the budget for a period of at least 30 days for public review and comment before it is adopted by the Board.  Audrey Johnson made a motion and Gloria Lind seconded that the Board will layover the 2020-2021 Annual Budget and Appropriation Ordinance for public review and comment until the October 21, 2020 Board meeting. Roll call vote taken. Budget & Appropriations Ordinance Layover passes 5-0.

 

Levy Ordinance Layover – The Winnebago County Forest Preserve District fiscal year budget operates from November 1 through October 31 each year.  The District’s Board of Commissioners have been presented a proposed tax levy that must be approved to finance the Fiscal Year 2020-2021 Annual Budget and Appropriations Ordinance that has been presented to the Board.  The District is required to layover the tax levy for a period of at least 30 days for public review and comment before it is adopted by the Board.   Judy Barnard made a motion and Gloria Lind seconded that the Board will layover the 2020-2021 Tax Levy for public review and comment until the October 21, 2020 Board meeting. Roll call vote taken.   Levy Ordinance Layover passes 5-0.

 

Opposition to Proposed Confined Animal Feeding Operations in Northwest Winnebago County – At the August Board Meeting it was agreed upon that the Board of Commissioners were going to submit a resolution to oppose the proposed hog factory. Judy Barnard presented a resolution to the Board in regards to the opposition. Judy spoke on the details of the resolution. Jeff Tilly thanked Judy and asked her for copies of the research studies and court case records. Judy agreed to put together a packet of that information and send it to the Commissioners. Mike Holan asked Judy to supply a list of emails or mailing addresses for the resolution. Gloria Lind made a motion, Mike Eickman seconded to approve the resolution to oppose the proposed confined animal feeding operations in Northwest Winnebago County. Motion passed 4-1. (Jake Henry voted no.)

 

STAFF REPORTS

Preserve Operations – Vaughn Stamm, Scott Stewart, Scott Wallace & Bryan Helmold submitted a written report.

 

Land and Development – Natural Resource Staff submitted a written report.

 

Golf Operations – Vaughn Stamm, Rich Rosenstiel, Tyler Knapp & Mark Freiman submitted a written report.

 

Environmental Education – Ann Wasser submitted a written report.  Ann announced Severson Dells is starting to do virtual programing for local schools. She also mentioned there are two new AmeriCorps members starting at the end of the month going through next September.

 

Human Resources/Volunteer Program Report – Kim O’Malley submitted a written report.  Kim announced that the last R.E.A.P. Workday will be this Saturday at Cedar Cliff Forest Preserve where they will be planting plugs.

 

Law Enforcement – Sheriff’s Department submitted a written report.

 

Alex Mills announced Autumn at the Arboretum will be an entire week this year instead of just one day. It will be held from October 11-18 and admission will be free for the week. A pilot program for smart phone tours will be launched along with other activities during the event. He also mentioned that Klehm has received 2 of the 3 approvals from the City of Rockford to receive a permit for construction of a monument sign on Main Street. He hopes to have the sign installed by the end of October.

 

Mike Holan wanted to remind the Commissioners about the press conference on September 21st at the R. Robert Funderburg Forest Preserve property starting at 10:00am.

 

Mike Eickman announced the Sand Bluff IBA designation will be October 9th.

 

ANNOUNCEMENTS and COMMUNICATIONS

September 19 – Nurture Nature at a R.E.A.P. Volunteer Workday at Cedar Cliff Forest Preserve,           Saturday from 9:00am – 12:00pm

October 11-18 – Autumn at the Arboretum at Klehm Arboretum & Botanic Garden

 

 

 

CLOSED SESSION

Audrey Johnson made a motion to go into closed session at 6:09 pm.  At 6:40pm, the meeting returned to open session. No action was taken while in closed session.
