ROLL CALL
The meeting was called to order at 5:36 PM, by President Barnard. Recording secretary Ronelle Johnson called the roll.
PLEDGE OF ALLEGIANCE Cheryl Maggio led the assemblage in the Pledge of Allegiance.
APPROVAL OF AGENDA and MINUTES Minutes for August 17, 2016 were approved. No changes or additions were made to the agenda.
ACTION ITEMS
Bills for August – Audrey Johnson made a motion, Gloria Lind seconded to authorize the payment of the bills for August in the amount of $731,958.64. Motion passed unanimously.
Sheriff’s Contract – The Board will lay over the Sheriff’s Contract until the October 26, 2016 Board meeting pending further discussion on the terms of the contract between the Sheriff and Mike Holan.
Acceptance of Budget & Appropriations Ordinance Layover – The Preserves fiscal year budget operates from November 1 through October 31. The District’s Board of Commissioners has been presented the proposed 2016-2017 Annual Budget and Appropriation Ordinance for review and adoption. The Preserves are required to layover the budget for a period of at least 30 days for public review and comment before it is adopted by the Board. The Board will layover the 2016-2017 Annual Budget and Appropriation Ordinance for public review and comment until the October 26, 2016 Board meeting. Mary McNamara Bernsten made a motion, Gloria Lind seconded to lay over the Annual Budget and Appropriation Ordinance for public review until October 26, 2016. Motion passes 6-1 (Cheryl Maggio voted no).
Levy Ordinance Layover – The Preserves have been presented a proposed tax levy that must be approved to finance the 2016-2017 Annual Budget and Appropriations Ordinance that has been presented to the Board. The District is required to layover the tax levy for a period of at least 30 days for public review and comment before it is adopted by the Board. The Board will layover the tax levy for public review and comment until the October 26, 2016 Board meeting. Gloria Lind made a motion, Audrey Johnson and Mike Eickman seconded, to layover the tax levy for public review until the October 26, 2016 Board meeting. Motion passes unanimously.
BOARD DISCUSSION/COMMITTEE REPORTS
Five-Year Capital & Equipment List – Mike Holan distributed a spreadsheet of the five year capital equipment/vehicle replacement schedule, as well as a five year capital plan repair & replacement of facilities. These spreadsheets lay out the overdue repairs and replacements, as well as repairs and replacements that will need to be done in the next five years.
Summary of Outstanding Items – With regards to the agenda, Mary McNamara Bernsten would like to see a summary under unfinished business of outstanding issues that have been brought up at prior meetings. If a citizen has addressed the Board, Mary would like those issues be listed as a reminder so updates and follow-ups can be done. Mike Holan then gave an update regarding the archery program at Macktown that Jeremy Oster proposed, as well as an update as to Jake Henry’s plea to the district relating to the rail line.

Golf Operations – Mike Durand submitted a written report.
Land and Development – Tom Hartley submitted a written report.
Marketing and Community Relations – Jamie Johannsen submitted a written report. Jamie mentioned that the Preserves will be at City Market on September 23. October 1 is Fall For the Forest Preserves. Also she gave a reminder that the Commissioners are invited to the Volunteer Picnic on Saturday, October 15.
Education – Don Miller submitted a written report.
Law Enforcement – Terry Nordberg submitted written report.
Strategic Plan Quarterly Update – Mike Holan submitted a written report.
CLOSED SESSION
Audrey made a motion to go into closed session at 6:17 to discuss personnel. At 7:41, the meeting returned to open session. No action was taken while in closed session.
