The meeting was called to order at 5:35 PM, by President Barnard. Recording secretary Ronelle Johnson called the roll.


PLEDGE OF ALLEGIANCE     Cheryl Maggio led the assemblage in the Pledge of Allegiance.


APPROVAL OF AGENDA and MINUTES     Minutes for July 15 were approved. No changes or additions were made to the agenda.



Presentations of Prairies – Mike Groves gave a wonderful PowerPoint presentation on the history, statistics, land use, existing plant communities, prairie types, management techniques, and prescribed burnings of the prairies of Winnebago County.



Bills for August – Gloria Lind made a motion, Audrey Johnson seconded, to authorize the payment of the bills for August 2015 in the amount of $475,614.11. Motion passed unanimously.


Sheriff Contract – Mike Holan met with the Sheriff Caruana and Deputy Chief Karner to discuss the terms of the contract. The Winnebago County Sheriff’s Department has provided police services in the past within forest preserves located in Winnebago County under an intergovernmental cooperation agreement with the Forest Preserves of Winnebago County. The Sheriff’s Department is agreeable with continuing to provide police services within the Forest Preserves of Winnebago County and the Preserves is agreeable to continue those services the Winnebago County Sheriff’s Department is providing. Gloria Lind and Mike Eickman made a motion, Jeff Tilly seconded, to accept the terms of the Intergovernmental Cooperation Agreement for Police Services. Motion passed unanimously.


Strategic Planning – Mike mentioned Kristy sent out a Doodle to all Commissioners to schedule a date for the strategic planning meeting. She gave all available dates for the Saturdays in September and October, as well as a few Wednesdays in September and October. Mike asked the Commissioners to check which dates work best for them.


Attorney RFP – Mike Holan announced there were six attorneys that applied to the RFP. Mike met with Mary McNamara Bernsten and Audrey Johnson and two firms were selected from the applications and interviews are scheduled for August 31 and September 2. Commissioners were instructed to contact Mary if there are any questions they would like included in the interviews.



Preserve Operations – Vaughn Stamm submitted a written report.


Golf Operations – Mike Durand submitted a written report.


Land and Development – Tom Hartley submitted a written report.


Marketing and Community Relations – Jamie Johannsen submitted a written report.


Education – Don Miller submitted a written report.


Law Enforcement – Terry Nordberg submitted written report. Cheryl Maggio inquired as to the cannabis patch discovered in Oak Ridge Forest Preserve that Terry referenced in his report. Mike Groves reported that the drug task force was contacted, they came right out to check it out and it has been removed.



Audrey made a motion to go into closed session at 6:00 p.m. At 6:15 pm, the meeting returned to open session. No action was taken while in closed session.



September 25, Preserves will have a booth at Rockford City Market to promote the Preserves and events

October 3, Fall for the Forest Preserves at Atwood Forest Preserve
