President Judy Barnard opened the bond hearing.
It’s 5:30 PM on September 21, 2016, and I would like to welcome all of you to the Bond Hearing for the Forest Preserves of Winnebago County.
This hearing is conducted by the Board of Commissioners to comply with Illinois statutory requirements. I am Judy Barnard, President of the Winnebago County Forest Preserve District Board. Present with me are Commissioners Mike Eickman, Mary McNamara Bernsten, Audrey Johnson, Cheryl Maggio, Jeff Tilly and Gloria Lind, and Executive Director Mike Holan.
The District staff and Board of Commissioners have provided this hearing as a commitment to our citizens to allow for public input prior to approval of moving forward with bond refinancing.
This is not a question-and-answer type of meeting, but a forum for public input only.
This meeting is being recorded on tape so that a verbatim transcript can be provided to all commissioners. I request that citizens wishing to provide input wait to be recognized and not interrupt those giving testimony. Prior to giving testimony, I would ask that each speaker state his or her name and address, including zip code. Each speaker will be limited to three to five minutes. If you would like a copy of the transcript sent to you, put an X before your name on the sign-in sheet.
With that, I am ready to recognize anyone wishing to provide testimony in regard to the 2016 Forest Preserve District Bond Hearing.
Jerry Paulson spoke in support of the efforts to proceed with the re-bonding for land acquisition purposes.
Ray Ferguson also spoke in support of the Preserves acquiring land.
