Judith Barnard called the Budget Hearing to order.


It’s 5:20 PM on October 22, 2014, and I would like to welcome all of you to the Budget Hearing for the Forest Preserves of Winnebago County.


This hearing is conducted by the Board of Commissioners to comply with Illinois statutory requirements. I am Judy Barnard, President of the Forest Preserves of Winnebago County Board. Present with me are Commissioners Gloria Lind, Cheryl Maggio, Mary McNamara-Bernsten and Mike Eickman and Executive Director Mike Holan.


The District staff and Board of Commissioners have provided this hearing as a commitment to our citizens to allow for public input prior to approval and adoption of our budget by the Board. This budget is prepared for the fiscal year of November 1, 2014 to October 31, 2015.


This is not a question-and-answer type of meeting, but a forum for public input only.


This meeting is being recorded on tape so that a verbatim transcript can be provided to all commissioners. I request that citizens wishing to provide input wait to be recognized and not interrupt those giving testimony. Prior to giving testimony, I would ask that each speaker state his or her name and address, including zip code. Each speaker will be limited to three minutes. If you would like a copy of the transcript sent to you, put an X before your name on the sign-in sheet.


With that, I am ready to recognize anyone wishing to provide testimony in regard to the 2015 Forest Preserve District Annual Budget and Appropriation Ordinance.


We will wait a few minutes and see if anyone else shows up.


Judy thanked the staff for their hard work on the budget as every year it gets more difficult as every year the Forest Preserve is faced with greater financial challenges.


Steve Chapman spoke on the EAV and how it affects our property tax revenue and corporate and capital budgets.


I would like to deem this meeting closed hearing no comments from the public. The budget hearing was adjourned at 5:29 PM.
