CLOSED SESSION

Negotiations with Union 150 and the Winnebago Forest Preserve District – At 6:31 PM Jim Webster closed the meeting to discuss union negotiations with the District. Jim Pirages presented the five issues with Union 150 and the Forest Preserve District that basically have language issues.
1. Work performed by supervisors
2. Paid time on union business
3. Changes in work schedule
4. Holiday pay (double time)
5. Alternate work locations for employees

The largest issues are with health insurance and wages. The Union 150 is requesting paid health insurance for employees that would not be compatible with other County unions. The consensus of the Committee was that free insurance is a thing of the past. A wage study was done earlier and wages were found to be competitive. Plans have been made in case of a strike.

Purchase of land – Tom Kalousek reported the owner of the Ace of Diamonds on Blackhawk Island, William Rader, along with his realtor Al Williamson, is requesting $250,000 for property that has been appraised for $38,000. The Forest Preserve District is using Realtor Steve Clark. A letter will be sent to Mr. Rader offering $45,000 for the property, which the District believes is more than a fair price. The letter suggests that the District may institute Eminent Domain proceedings if this offer is refused.

At 7:18 PM, the meeting returned to open session. Webster declared that no action had been taken while in closed session.
