Chairman Bob Kinnison called the meeting to order at 5:32 PM. Minutes for June 11 were approved.


Bids – roof replacement at Atwood – Tom Hartley presented the bids for a replacement roof at Atwood Homestead clubhouse that has been leaking. Four bids were received. Doug Aurand moved, seconded by L.C. Wilson to approve the low bid to McDermaid Roofing and Insulation for $16,373. Motion passed unanimously.

Agreement – Boone County Conservation District – Hartley presented the agreement with Boone County Conservation District to obtain vehicle access from Newburg Road to Boone County Conservation District property. The access will be used to link with County Line Forest Preserve. The Forest Preserve District will pay all fees related to the County Line Forest Preserve access, including a lease to Verona Properties, LLC. Tom Owens moved, seconded by Wilson to approve the agreement with Boone County Conservation District. Motion passed unanimously.

Budget assumptions and guidelines – Tom Kalousek presented budget assumptions and guidelines for the 2009-2010 budget. The District has been working with Steve Chapman and has always had a balanced budget. Owens moved, seconded by Kay Mullins to approve the budget assumptions and guidelines. Motion passed unanimously.


Operations – Kalousek reported for Drake Branca who is on vacation that statistics are normal.

Land and Development – Tom Hartley reported hearing from U.S. Fish and Wildlife regarding a $10,000 grant for reforestation of a peninsula at Crooked River Forest Preserve. A property owner near I-39 is interested in selling his property to the District. Since the District has no money available, Clean Energy Foundation will be contacted. The District is scheduled to receive $100,000 in the proposed Illinois State Capital Plan.

Marketing and Community Relations – Tom Kalousek reported for Jamie Johannsen who is on vacation that the new Visitors’ Guide with a larger map is now available. The Winnebago County Fair is August 18-23 and the District will have a booth with a water and fish feature.

Golf – Kalousek reported for Mike Durand who could not be present that statistics for the golf courses are consistent with the wet spring. Discounts are being offered along with a discount gift card that will be available soon.

Executive Director – Tom Kalousek said that we would like the governor to come to Rockford to sign the governance bill on August 12. Kinnison mentioned that a plaque with the present board members names would be appreciated, since they have been showing support for the new board.
