Chairman Bob Kinnison called the meeting to order at 5:34 PM. Minutes for July 22 were approved.


Application for grant – Tom Hartley presented the application for a canoe launch grant at Espenscheid Memorial Forest Preserve to replace an existing canoe launch. Doug Aurand moved, seconded by Randy Olson to approve the application for grant. Motion passed unanimously.

2010 operating budget – Tom Kalousek presented the 2010 operating budget explaining all the different funds. Tom Owens inquired about the number of acres classified as agricultural and Hartley replied about 300. Owens requested taking proposals from farmers wanting to do crop management leasing as he and Olson reported the current amount was too low and they felt the Forest Preserve District could acquire more funds by charging more money so the District will look into this. Aurand inquired about the purchase of a new aerial truck and Drake Branca reported the old one is over 20 years old and does get used a lot in the preserves for a lot of projects. Mike Durand reported the first priority for the Golf Fund Capital Outlay would be a golf car rental fleet for Ledges. Kay Mullins requested a five-year capital plan for each golf course. Kalousek reported an assessment of the golf courses was done and he will share that information with her even though the projects would require a great deal of revenue to upgrade each golf course. Aurand moved, seconded by Olson to approve the 2010 operating budget. Motion passed unanimously.


Ordinance – 2009-10 budget – Kalousek presented the budget ordinance for 2009-2010 budget. Owens moved, seconded by Bob Hastings to approve the 2009-2010 budget. Motion passed unanimously.

Ordinance – 2009-10 levy – Kalousek presented the levy ordinance for 2009-2010. L.C. Wilson moved, seconded by Olson to approve the 2009-2010 levy. Motion passed unanimously.

Ordinance – amendment to 2008-09 budget –Hartley presented the amendment to the 2008-2009 budget which will correct a Munis error where projects were posted incorrectly. Aurand requested changes on the ordinance sheet be corrected to say 2008-2009 instead of 2009-2010. Aurand moved, seconded by Olson to approve the amendment to 2008-2009 budget. Motion passed unanimously.


Operations – Branca reported the new shelterhouse at Kilbuck Bluffs Forest Preserve has been completed. An article in a Freeport newspaper featured Seward Bluffs Forest Preserve with a nice review of the amenities available.

Land and Development – Hartley reported Mr. Ittenbach’s neighbor has agreed to sell her property to the Forest Preserve District if the District can find funds available. Olson inquired about the Cherry Valley property, County Line Forest Preserve, and Hartley reported the District is waiting for a formal confirmation from Illinois Department of Natural Resources that our course of action for public access is acceptable.

Marketing and Community Relations – Jamie Johannsen reported Governor Patrick Quinn signed the bill that will allow the Forest Preserve District to elect its own governing board. The District will have a booth at the Winnebago County Fair again this year August 18-23. There will be a special display showing water resources in Winnebago County and a 40 gallon aquarium with fish.

Golf – Durand reported on golf statistics. Fall promotions will be available to stay competitive.

Executive Director – Kalousek reported the audit of purchasing card usage showed no fraud or abuse by the Forest Preserve District. Anyone with questions can call Kalousek or Phyllis Hall for further information.
