Land Advisory Council Meeting Minutes

June 1, 2015

 

Members Present: Ann Marie Cain, Steve Clark, Bill Hoff, Lee Johnson, Rebecca Olson, Jerry Paulson, Randy Vogel and Dan Williams. Members Absent: Pam Cunningham, and James Marshall. FPWC Commissioners Present: Audrey Johnson. FPWC Staff Present: Tom Hartley and Mike Holan.

 

Call to order: Chairman Paulson called the meeting to order at 4:00 p.m. at the FPWC offices, 5500 Northrock Drive, Rockford, Illinois.

 

Adoption of agenda: Williams moved to approve the agenda as presented; seconded by Hoff and accepted.

 

Minutes of May 4th meeting: Williams moved to approve the minutes of the May 4th, 2015 meeting as distributed; seconded by Clark and accepted.

 

Strategy Screening questions: Paulson said that he and Tom Hartley had made the changes to the screening questions as suggested at the last meeting, and asked for any additional comments or changes. Vogel said that the list of questions covered the things that he wanted to see covered.

 

Williams moved to bring back the motion to approve the screening questions; seconded by Cain, and accepted. The screening questions were approved as presented.

 

Strategic Land Conservation Plan: Paulson said that the Council needs to work on drafting a land conservation plan next. He suggested taking the next three months to work with the staff to draft the plan. Vogel and Hoff said they were interested in being involved in the discussions.

 

Winnebago-Boone Greenways Plan: Hartley presented the final draft of the greenways plan. Not much ad changed from the draft that was reviewed by the Council; the “critical and sensitive areas” are much the same. The data used to create the plan has been improved and is now available on-line. The plan will be incorporated into the Unified Development Ordinance. RMAP staff are writing the text for the plan.

 

Closed Session to Consider Land Acquisition Projects: Hoff moved to go into closed session to consider land acquisition projects; seconded by Williams, and approved. Paulson closed the session at 4:30 p.m.

 

Return to Open Session: Williams moved to return to open session at 4:40 p.m.; seconded by Hoff and approved. Paulson noted that no action was taken in closed session.

 

Next Meeting Date: It was agreed that the next meeting would be on August 31st at 4:00 p.m. because of the Labor Day holiday.

 

Adjourn: Paulson adjourned the meeting at 4:50 p.m.
