Special Land Advisory Council Meeting Minutes

June 14, 2016

 

Members Present: Ann Marie Cain, Pam Cunningham, Bill Hoff, Lee Johnson, Rebecca Olson, Jerry Paulson, and Dan Williams. Members Absent: Steve Clark, James Marshall, Randy Vogel. FPWC Commissioners Present: Mike Eichman and Audrey Johnson. FPWC Staff Present: Mike Holan and Tom Hartley

 

Call to order: Chairman Paulson called the special meeting to consider a land acquisition project to order at 4:00 p.m. at the FPWC offices, 5500 Northrock Drive, Rockford, Illinois. He noted that there was not a quorum of members at the June 6, 2016 meeting and the meeting was postponed to a date to be determined by polling the members.

 

Adoption of agenda: Williams moved to adopt the agenda as distributed; seconded by Hoff and approved.

 

Minutes of last meetings: Williams moved approval of the minutes of the May 2 and 13, 2016 meetings as distributed; seconded by Hoff and approved.

 

Closed Session to Consider Land Acquisition: Williams moved to go into closed session; seconded by Cain and the motion was approved. Paulson closed the meeting at 4:05 p.m.

 

Reopen Meeting: Williams moved to come out of closed session at 4:40 p.m.; Cunningham seconded and the motion was approved. Paulson noted that no action was taken in closed session.

 

Purchase of Property on South Rock: Williams moved to recommend that the Forest Preserve District investigate the acquisition of the 164-acre Hosington Property as the first step in developing a new forest preserve on the South Rock River. It was seconded by Johnson, and approved unanimously. Olson asked that the staff explore how acquisition of the property would effect the proposed alignment of the Great Lakes Basin Railroad. Hartley shared a legal opinion prepared by Chuck Prorok that forest preserve land is not subject to eminent domain, but could be allowed by special legislation.

 

Next Meeting Date: It was agreed that the next meeting would be on September 6, 2016 at 4:00 p.m. During the summer Paulson and Hartley will work to draft the Strategic Land Conservation Plan to present to the Council at the next meeting.

 

Adjourn: Paulson adjourned the meeting at 4:55 p.m.
