Land Advisory Council Meeting Minutes

May 1, 2017

 

Members Present:  Steve Clark, Bill Hoff, , Jerry Paulson, Rebecca Olson, Randy Vogel, and Dan Williams.  Members Absent: Ann Marie Cain, Pam Cunningham, Lee Johnson, and James Marshall FPWC Commissioners Present: Audrey Johnson and Mike Eickman.  FPWC Staff Present: Tom Hartley and Mike Holan.

 

Call to order:  Chairman Paulson called the meeting to order at 4:00 p.m. at the FPWC offices, 5500 Northrock Drive, Rockford, Illinois.

 

Adoption of agenda:  Hoff moved to approve the agenda as presented; seconded by Clark and accepted.

 

Committee matters: Holan said that the Advisory Committee members did not need to file Financial Disclosure forms with the County Clerk.

 

Approval of minutes from April 3, 2017 meeting: It was moved by Williams, seconded by Hoff and adoptedto approve the minutes as distributed.

 

Review of Strategic Land Conservation Plan report: Paulson and Hartley reviewed the report and the executive summary. Several of the strategies were discussed.  Olson asked the staff to clarify Option 5 & 6 on page 9. It was agreed to make the revisions to the plan and to present for final approval at the next meeting.

 

Holan left the meeting at 4:50 p.m.

 

Closed Session to Consider Land Acquisition Projects:  Vogel moved to go into closed session to consider land acquisition projects; seconded by Williams, and approved.  Paulson declared a conflict of interest and left the meeting. at 5:00 p.m.

 

Return to Open Session: The meeting was opened at 5:15 p.m., and Paulson returned. Williams noted that no action was taken in closed session.

 

Next Meeting Date: Paulson said the next meeting would be on June 5th at 4:00 p.m.

 

Adjourn:  Paulson adjourned the meeting at 5:20 p.m.
