Land Advisory Council Meeting Minutes

May 2 and 13, 2016

 

Members Present: Ann Marie Cain, Steve Clark, Bill Hoff, Jerry Paulson, Randy Vogel and Dan Williams. Members Absent: Pam Cunningham, Lee Johnson, James Marshall and Rebecca Olson. FPWC Commissioners Present: Audrey Johnson. FPWC Staff Present: Tom Hartley and Mike Holan

 

Call to order: Chairman Paulson called the meeting to order at 4:05 p.m. at the FPWC offices, 5500 Northrock Drive, Rockford, Illinois.

 

Adoption of agenda: Williams moved to adopt the agenda as distributed; seconded by Cain and approved.

 

Committee matters: Paulson reminded members to fill out the conflict of interest forms.

 

Minutes of last meeting: Williams moved approval of the minutes of the January 4, 2016 meeting as distributed; seconded by Clark and approved.

 

Land Acquisition Recommendations: Hartley said that he presented the LAC’s recommendations for acquisition of land on the Kishwaukee River to the Forest Preserve Commissioners on April 20th. The Board agreed to proceed with negotiations for the projects.

 

Strategic Land Conservation Plan: Strategies for Options 2 -4 were discussed:

 

Option 2 – Holan reported that the district can reissue bonds for $2,000,000 as needed without going to referendum. The strategy was approved.

 

Option 3 – Hartley met with NLI to review the map of natural areas. He will also review the information with FPD staff. Vogel said that he would check into the updated Illinois Natural Areas Inventory information, and suggested looking at the Ducks Unlimited Duck Stamp program as a source of funds.

 

Option 4 – Staff needs to contact landowners along the Kishwaukee River west of I-39 to determine interest in protection.

 

Strategies for Options 5-7 were discussed:

 

Hartley discussed inholdings in Stone Bridge Forest Preserve and Colored Sands Forest Preserve. Paulson suggested that staff work with the Soil and Water Conservation District and NLI to contact landowners identified in Option 5 and provide them with information about land protection options. Hoff asked how much staff time is needed to carry out a landowner contact program. Williams said that he wants to wait to see what the costs for acquisition of land in Options 2-4 before looking at Options 5-7. It was agreed to wait to discuss Options 5-7 at a later date.

 

Closed Session to Consider Land Acquisition: Hoff moved to go into closed session; seconded by Williams and the motion was approved. Paulson closed the meeting at 5:10 p.m. Paulson continued the meeting in closed session at 5:45 p.m. to a date and time to be determined for the purpose of touring a property proposed for acquisition.

 

Continuation of Closed Session: The meeting was re-convened in closed session at 9:00 a.m. on May 13 at Indian Hill Forest Preserve. Present were: Ann Marie Cain, Pam Cunningham, Bill Hoff, Lee Johnson, Jerry Paulson and Dan Williams. FPD Staff Present: Tom Hartley. Members drove to a property on the Rock River and toured the area.

 

Reopen and Adjourn: Hoff moved to reopen the meeting and adjourn; seconded by Cunningham and approved. Paulson noted that no action was taken in closed session. The meeting was adjourned at 11:00 a.m.

 

Next Meeting Date: The next meeting would be on June 6, 2016 at 4:00 p.m.
