Land Advisory Council Meeting Minutes

November 2, 2015


Members Present: Ann Marie Cain, Steve Clark, Pam Cunningham, Bill Hoff, Lee Johnson, James Marshall, Rebecca Olson, Jerry Paulson, Randy Vogel; Members Absent: Dan Williams; FPWC Commissioners Present: Audrey Johnson; FPWC Staff Present: Mike Holan and Tom Hartley; Ann Marie Cain arrived at 5:00 p.m.

Call to Order: Chairman Paulson called the meeting to order at 4:05 p.m. at the FPWC offices, 5500 Northrock Drive, Rockford, Illinois.

Adoption of Agenda: Johnson moved to adopt the agenda as presented; seconded by Hoff and accepted.

Minutes of Past Meetings: Clark moved that the minutes of the June 1st, August 31st and. October 5th meetings be approved as distributed; seconded by Hoff and approved.

Preserve Addition Policy Options: Paulson reviewed the policy options that had been developed by the Council. Commissioner Johnson and Holan discussed raising funds for land acquisition once a strategic plan was completed. Olson recommended that the District’s funds be used for acquisition of land under Options 1 & 2, and make sure that the District can afford to manage and maintain the lands that they own. Johnson said that you can’t replace natural areas, so they need to be made a higher priority when they become available. Hartley said that the District generates about $32,000 a year for land acquisition. This money is used primarily for appraisals, boundary surveys and title work. Paulson said that once the Strategic Land Conservation Plan is completed and approved that the staff and Board should be able to approve the acquisition of tracts that are on the Option #2 list without further review by the Council. Commissioner Johnson said that once the plan is done the District could bundle tracts to apply for grants like the Boone County Conservation did along the Kishwaukee River.

Hartley presented the parcels that were identified for Options 3 and 4. Paulson asked members to suggest additional natural areas and significant wildlife areas to add to the list of properties included in Option #3. Olson asked about developing partnerships with other organizations, municipalities and agencies to acquire the areas on this list. Hartley said that this is possible and that the District already works with the Natural Land Institute and Openlands on projects. It was agreed to delete the Sugar River from Option #4 so it would only be for the Kishwaukee Gorge area between Blackhawk Springs and Atwood Park. This area has been the highest priority for the District in the past, and the area is under threat of development from the I-39 industrial park. It was agreed to add several parcels to Option #4.

Closed Session to Consider Land Acquisition Projects: Marshall moved to go into closed session to consider land acquisition projects; seconded by Vogel and approved. Paulson closed the meeting at 5:25 p.m. Johnson left the closed meeting at 5:35 p.m. declaring a conflict of interest.

Return to Open Session: Hoff moved to return to open session at 5:50 p.m.; seconded by Cain and approved. Paulson declared that no action was taken in closed session.

Recommendation to Acquire Addition to Colored Sands Forest Preserve: It was moved by Hoff, seconded by Dunningham and approved to recommend that the Board of Commissioners of the Forest Preserves of Winnebago County acquire a 2.4 acres addition to Colored Sands Forest Preserve. Johnson abstained from the vote.

Next meeting: It was agreed to meet again on November 30, 2015 at 4:00 p.m.
