Land Advisory Council Meeting Minutes
November 30, 2015
Members Present:, Lee Johnson, Steve Clark, Pam Cunningham, James Marshall, Rebecca Olson, Jerry Paulson, and Dan Williams. Members Absent: Ann Marie Cain, Bill Hoff, and Randy Vogel. FPWC Commissioners Present: Audrey Johnson. FPWC Staff Present: Tom Hartley and Mike Holan.
Call to order: Chairman Paulson called the meeting to order at 4:00 p.m. at the FPWC offices, 5500 Northrock Drive, Rockford, Illinois. He asked Holan about the rules on operating procedures for advisory groups in regards to quorums. Holan said that the rule is that a majority of the members is needed to conduct business; for the Land Advisory Council that is six members.
Adoption of agenda: Williams moved to adopt the agenda as distributed; seconded by Johnson and approved.
Minutes of meetings: Johnson moved approval of the minutes of the November 2, 2015 meeting; seconded by Williams and accepted.
Boone and Winnebago County Greenway Plan: Hartley presented the final Greenway Plan for Boone and Winnebago County, and reviewed the changes that were made in the map since the last plan was adopted. Paulson pointed out that the plan is the primary land acquisition guide used by the forest preserve district. It was moved by Williams, seconded by Clark and approved to recommend that the Forest Preserve District Board of Commissioners adopt the 2015 Greenway Plan for Boone and Winnebago Counties.
Preserve Addition Priority Options: Hartley presented a new list of critical properties for the Kishwaukee River gorge (Option 4) and a preliminary map of important natural areas and wildlife habitat (Option 3). He asked for additional natural/wildlife areas from the Council members to put on the map. He then reviewed the list of parcels for the Sugar River corridor (Option 4), a list of parcels to enlarge existing preserves (Option 5) and to expand holdings along the lower Kishwaukee, Pecatonica, and Sugar Rivers, and Kilbuck Creek. New preserves were suggested along the South Branch of the Kishwaukee, Upper Rock, Lower Rock, Blackhawk Island, Edgemeire Terrace, Middle Pecatonica and Lower Pecatonica River. Paulson asked Clark to develop estimates for the cost of acquiring the land for each of the seven options for the next meeting.
Next Meeting Date: It was agreed that the next meeting would be on January 4, 2016 at 4:00 p.m.
Adjourn: Paulson adjourned the meeting at 5:00 p.m.
