Land Advisory Council Meeting Minutes

November 7, 2016

Members Present: Ann Marie Cain, Steve Clark, Bill Hoff, Lee Johnson, James Marshall, Jerry Paulson, and Randy Vogel Members Absent: Pam Cunningham, Rebecca Olson, and Dan Williams. FPWC Commissioners Present: Judy Barnard and Audrey Johnson FPWC Staff Present: Mike Holan and Tom Hartley

Call to order: Chairman Paulson called the meeting to order at 4:05 p.m. at the FPWC offices, 5500 Northrock Drive, Rockford, Illinois.

Adoption of agenda: Hoff moved to adopt the agenda as distributed; seconded by Clark and approved.

Minutes of last meeting: Audrey Johnson said that she was in attendance at the meeting. Vogel moved approval of the minutes of the October 3, 2016 meeting as amended; seconded by Hoff and approved.

Strategic Land Conservation Plan: After discussion it was agreed that the mission of the Land Advisory Council was okay with minor edits. The mission will read: “To identify, screen and recommend to the Board of Commissioners land that should be acquired by the District that fulfills the District’s mission.”

After discussion it was agreed to recommend to the Board of Commissioners the rewritten vision for the FPD land holdings that combines and shortens the vision as presented. Barnard said that the Board of Commissioners has appointed a task force to develop a vision for land acquisition for the District. Paulson said that he will meet with Judy Barnard to rewrite the proposed vision.

Review of Results of Natural Areas Workshop: Hartley said that a workshop was held on October 20 with groups and agencies in the county that are involved in protection of natural areas. LAC members present were Lee Johnson, Randy Vogel and Jerry Paulson. Notes from the meeting were distributed. Hartley said that the IDNR provided him with information about 57 potential natural areas that were identified during the update of the Illinois Natural Areas Inventory but did not qualify as a natural area; only 3 sites were added to the INAI. He does not know where these new INIA sites are located. He has added these sites to the map of natural areas, but each site needs to be field checked. Other groups are working to preserve and protect many of the natural areas identified on the map. The groups agreed to develop a targeted outreach program to owners of natural areas. Audrey Johnson said that it is important that the staff of the District know what other agencies and organizations are doing to protect and maintain natural areas in the county and to work with them.

Closed Session to Consider Land Acquisition: Hoff moved to go into closed session to consider land acquisition projects; seconded by Johnson and the motion was approved. Paulson closed the meeting at 4:40 p.m.

Reopen Meeting: Johnson moved to come out of closed session at 5:20 p.m.; Cain seconded and the motion was approved. Paulson noted that no action was taken in closed session.

Next Meeting Date: It was agreed that the next meeting would be on December 5, 2016 at 4:00 p.m. Cain, Hoff and Clark said that they would be gone.

Adjourn: Paulson adjourned the meeting at 5:30 p.m.
