Land Advisory Council Meeting Minutes

October 3, 2016

 

Members Present: Ann Marie Cain, Pam Cunningham, Bill Hoff, Lee Johnson, , Jerry Paulson, and Dan Williams. Members Absent:. Steve Clark, James Marshall, Rebecca Olson, Randy Vogel FPWC Commissioners Present: Audrey Johnson FPWC Staff Present: Mike Holan and Tom Hartley

 

Call to order: Chairman Paulson called the meeting to order at 4:05 p.m. at the FPWC offices, 5500 Northrock Drive, Rockford, Illinois.

 

Adoption of agenda: Hoff moved to adopt the agenda as distributed; seconded by Cunningham and approved. Paulson explained that he did not put the FPD policy on purchase of land on the agenda because it is something that the Board needs to consider, not the Land advisory Council.

 

Minutes of last meeting: Williams moved approval of the minutes of the September 9, 2016 meeting as distributed; seconded by Hoff and approved.

 

Strategic Land Conservation Plan: Paulson explained the difference between a “vision” statement and “mission” statement and asked for suggestions.   After discussion it was agreed that the mission of the Land Advisory Council is” “To identify, screen and recommend to the Board of Commissioners that land that should be acquired by the District that is in keeping with the District’s mission.

 

After considerable discussion it was agreed that the vision for the FPD in relation to its land holdings is : “The Forest Preserves of Winnebago County will have enough natural and restored land to sustain all the plants and animals that are native to Winnebago County, and that the District has the resources to maintain the lands in a healthy condition.”

 

“That every tract of unprotected, ecologically important land in Winnebago County will be protected and maintained.”

 

There was discussion of the need for people to evaluate the land and the costs of developing and maintaining the land.

 

Hartley said that a workshop will be held on October 20 with groups and agencies in the county that are involved in protection of natural areas. LAC members are urged to attend.

 

Closed Session to Consider Land Acquisition: Hoff moved to go into closed session to consider land acquisition projects; seconded by Williams and the motion was approved. Paulson closed the meeting at 5:10 p.m.

 

Reopen Meeting: Williams moved to come out of closed session at 5:20 p.m.; Hoff seconded and the motion was approved. Paulson noted that no action was taken in closed session.

 

Acquisition of Property on Sugar River: Hoff moved to recommend that the Forest Preserve District acquire the 4-acre Barnes Property on the Sugar River as an addition to Ferguson Forest Preserve. It was seconded by Johnson, and approved unanimously.

 

Next Meeting Date: It was agreed that the next meeting would be on November 7, 2016 at 4:00 p.m. Williams said that he would be gone.

 

Adjourn: Paulson adjourned the meeting at 5:25 p.m.
