Land Advisory Council Meeting Minutes

October 5, 2015


Members Present:, Lee Johnson, Jerry Paulson, and Dan Williams. Members Absent: Ann Marie Cain, Steve Clark, Pam Cunningham, Bill Hoff, James Marshall, Rebecca Olson, and Randy Vogel FPWC Commissioners Present: Audrey Johnson. FPWC Staff Present: Tom Hartley and Mike Holan.


Call to order: Chairman Paulson called the meeting to order at 4:00 p.m. at the FPWC offices, 5500 Northrock Drive, Rockford, Illinois. He noted that not enough members were present to have a quorum so that no action would be taken at the meeting. Williams asked if the original operating procedures of the LAC were still in effect. Holan will look at the rules on operating procedures for advisory groups.


Adoption of agenda: Paulson agreed to discuss some of the items on the agenda to give staff guidance on how to proceed.


Minutes of June 1st and August 31st meetings: Approval of the minutes was postponed until the next meeting.


Preserve Addition Policy Options: Paulson said that he revised the policy options for setting priorities for additions to the forest preserve district to reflect the Counsel’s comments at the last meeting. Hartley presented a preliminary list of additions for Options 2-4 to illustrate the priorities. After some discussion it was suggested that Option 4 should be combined with the tracts from Option 2 for the Kishwaukee River Gorge and the Sugar River should be moved to Option 6. This will make the Kishwaukee River gorge area a higher priority for acquisitions then other areas. Paulson asked L. Johnson and Williams to look over the INAI areas listed in Option 2 and add any significant natural resource areas they knew about that were not on the list. Hartley will revise the list for review at the next meeting.


Closed Session to Consider Land Acquisition Projects: Paulson moved into closed session to consider land acquisition projects. The Counsel returned to open session at 4:45 p.m. No action was taken in closed session.


Next Meeting Date: It was agreed that the next meeting would be on November 2nd at 4:00 p.m. Williams said he could not attend.


Adjourn: Paulson adjourned the meeting at 4:50 p.m.
